Shanghai QingCongQuan Autism Center was founded in 2004. It is a non-profit organization providing professional health training and tutoring for autistic children, children with learning disabilities, and their families. The autism center uses a variety of classes and methodology including ABA training, games, and art. It has also developed a parent’s exchange activity to provide further training for families. The autism center works to promote awareness and concern throughout all levels of society for children’ with autism and other special needs, thereby building a better social support system for the children.

In November 2007, Hands On began its partnership with the QingCongQuan Autism Center.
At present, volunteers can participate in two types of activities at the Autism Center:
QingCongQuan needs enthusiastic, dedicated, and responsible volunteers. Volunteers should be good with children, able to take initiative with them, outgoing, and able to follow the directions of the Autism Center staff.
In order to volunteer with the Autism Center in Game Days and during parents meeting, a minimum level of intermediate Chinese language skills are required.
Monthly parent’s meetings are usually at the last or second to last Saturday of the month, either in the afternoon or evening.
Game days are also held on Saturday afternoons.
As the children's parents attend their monthly meetings or engage in game activities, volunteers will watch over the children, ensuring their safety and interacting with them. Volunteer duties include making sure the children are under control and out of harm's way, as well as helping the children in the restroom and keeping the play area clean.
